The Ottawa Climate Action Fund (OCAF)’s mission is to act as a catalyst for scaling up low carbon solutions in Ottawa, while ensuring those solutions align with equity and community benefits. The organization advances research, policy, investment, advocacy, and implementation, all aimed at unlocking the potential of low-carbon initiatives in key areas like decarbonizing buildings, energy resilience, sustainable mobility, and developing 15-minute communities.

Summary of the Role

The Manager of Programs and Operations at OCAF will report directly to the Executive Director (ED) and will play a pivotal role in both the programmatic and operational aspects of the organization, helping to shape and advance its mission and support its growth.

As the Manager of Programs and Operations, your role will be divided into two main areas: 

  1. Climate Change Programs and Projects (±70%)
  2. Operations & Corporate Services (±30%)

You will be deeply involved in OCAF’s core climate change efforts, focusing on building decarbonization and housing affordability. OCAF is currently pursuing opportunities to rapidly increase climate-ready housing supply more affordably and faster through innovative approaches such as modular construction, Fill it First and a gentle density accelerator. 

This part of the role entails cultivating opportunities for OCAF’s programs, grants, and direct investments. Key responsibilities include: program development, implementation, and evaluation; conducting technical, policy, economic, and stakeholder analysis; and  engaging with stakeholders to develop strategic partnerships.You will also be involved in the review, management, evaluation, and reporting of OCAF grants, and contributing to development of direct investments in local projects and companies.

This position offers a diverse and dynamic work environment, allowing you to carve out a niche that aligns with your strengths and interests. With a heavy focus on stakeholder engagement, the role requires strong communication and partnership-building skills. You will play a crucial role in advancing climate and housing action initiatives through effective program development and grant management. Operationally, you will  manage OCAF’s back office and external service providers, implement and optimize policies and practices to support efficient operation and accurate reporting.
