The Commission for Complaints for Telecom-television Services (CCTS) is an independent, national organization responsible for resolving complaints between consumers and telecommunications and broadcasting service providers. Operating at the intersection of consumer recourse, industry accountability, and public trust, CCTS plays a vital role in supporting a fair and effective communications marketplace across Canada.

As information, digital platforms, and evidence-based analysis play a more central role in how the organization works, CCTS has introduced a new leadership position to oversee the Business Intelligence department. Summary of the Role
The Chief Business Intelligence Officer (CBIO) is responsible for strengthening how information, technology, and insight enable CCTS to deliver on its mandate.
Reporting to the Commissioner and CEO, this role provides strategic leadership across Business Intelligence functions, including Information Technology, Analytics, Knowledge Management, and the Project Management Office, ensuring these capabilities are aligned, integrated, and focused on organizational priorities. As a member of the executive leadership team, the CBIO serves as a trusted advisor to the Commissioner and senior leaders on enterprise-wide digital enablement, data strategy, and the governance of information and technology assets.
This role is fundamentally business-led in nature. As the most senior leader overseeing this department, you will translate corporate strategy and operational needs into enabling systems, data, and digital capabilities that support effective decision-making, service delivery, and organizational performance. While the organization’s technology environment is established and functioning, this role will assess current capabilities, identify gaps and opportunities, and guide the evolution of systems and practices to better support the business, balancing immediate operational needs with longer-term transformation goals.
In addition, you will be responsible for strengthening leadership, clarity, and cohesion across teams. This includes unlocking greater value from analytics and data, refocusing knowledge management as an organizational enabler, and ensuring technology functions operate as a proactive partner to the business. Through a pragmatic, collaborative approach, the CBIO will play a central role in enhancing organizational effectiveness, scalability, and resilience.
