Best known for managing 3.4 million .CA domains under management, CIRA plays a crucial role in operating .CA as a key public resource, ensuring a secure, stable and accessible digital presence nationwide.

The organization also offers a wide range of products, programs and services designed to make the internet a secure and accessible space. CIRA offers solutions designed to fit seamlessly into organizations’ cybersecurity stacks, providing robust protection and reinforcement. As a not-for-profit, CIRA reinvests a portion of their revenue into programs that strengthen the internet for all Canadians—from cybersecurity solutions to community grants and advocacy for a free, open, and interoperable internet.

Skills & Experience

Leader

The ideal candidate for the Director of CIPA is a proactive, independent leader with a growth mindset, comfortable taking risks while working with governed frameworks.

Experience

You bring a minimum of 10 years of progressively senior experience in public policy, government relations, or advocacy, preferably within the technology, internet, or telecom sectors.

Proven Track-Record

You have at least 5 years of demonstrated leadership experience, with a proven track record of managing high-performing teams and guiding them with clarity, empathy, and purpose.

Analytical

Your analytical, writing, and communication skills are excellent, enabling you to synthesize complex policy issues for diverse audiences, including executives, policymakers, and the public.

Change Management

In previous roles you have successfully applied change management skills to establish a strong foundation for newly formed groups, bringing a hands-on, visible approach to engaging with your team.

Background

You understand that some stakeholder groups may have competing priorities and are adept at navigating difficult conversations and balancing corporate risk appetite with brand elevation goals.

Summary of the Role

Reporting to the Vice-President, Community Investment, Policy & Advocacy (CIPA) the Director is a strategic leader who spearheads CIRA’s work to deliver measurable social impact and influence internet policy both domestically and internationally. This newly unified role combines Community Investment and Policy & Advocacy into a cohesive business unit with a clear strategic direction that supports the CIRA brand.

As the Director, you will oversee CIRA’s public policy, advocacy, and Net Good portfolios, ensuring alignment with the organization’s mission and revenue-generating opportunities. Collaborating closely with the VP, you will develop and execute strategies to advance CIRA’s public-interest priorities in internet governance, digital equity, and cybersecurity. This includes representing CIRA in government consultations, parliamentary committees, and international forums, advocating for policies that promote a free, open, and interoperable internet while mitigating regulatory risks.

As a people leader for the CIPA team, you will manage the group, providing mentorship, structure, and strategic direction to maintain a collaborative and high-performing culture. By championing CIRA’s thought leadership you will play a vital role in advancing public-interest outcomes and ensuring CIRA is positioned as a trusted, solutions-oriented voice in digital policy.
